A 2001 study by the Information Technology Association reported that US companies expected to create 900,000 new information technology jobs in 2001, with technical support most in demand Though 40 percent fewer than in 2000, 425,000 of these new jobs will go unfilled because of a lack of qualified applicants2 Opportunities will continue to be abundant for most computer professionals because supply will not keep pace with demand in most areas, particularly entry-level workers As demand grows, a decline in the young-adult population between the ages of sixteen and twenty-four will continue With competition from business, universities, and the military, there will not be enough entry-level workers to go around A smaller entry-level labor force means a reduced supply of computer and information professionals, which are already in demand Entry-level systems analysts and applications programmers educated in the new technologies will be able to pick and choose their positions An important factor affecting supply is the demand for college and university educators to staff programs of study in computer science and information systems Despite demand, women, racial and ethnic minorities, and the disabled are underrepresented in science and high-tech jobs, according to the Commission on the Advancement of Women and Minorities in Science, Engineering, and Technology Minorities make up 25 percent of the workforce but less than 7 percent in science, engineering, and technology fields People with disabilities make up nearly 14 percent of the workforce but less than 6 percent of the science and technology workers Women make up only 9 percent of US engineers and 27 percent of computer scientists and programmers By 2020, women will constitute nearly one-half of the workforce and racial and ethnic minorities nearly one-third The commission is recommending education reforms and greater financial assistance to underrepresented students3 The increasing number of women entering the workforce will easily be recruited in science and technology areas because of increasing demand and limited supply if they obtain the necessary education and skills This is also true for minorities and the disabled As discussed in 9, the new technologies will increase opportunities for the disabled to participate in the workforce The labor force was roughly 140 million at the start of the millennium, with an estimated growth of 11 percent between 1996 and 2006 relative to an estimated growth in demand of 19 percent for that same period A decline in the number of workers ages twenty-four to forty-five is going to create an estimated 30 percent shortage even if a majority of baby boomers work past the age of sixty-five as anticipated4 Employers are using phased retirement programs including shorter workweeks, temporary work, or opportunities to work from home to keep employees longer Those most in demand will be managers and those with mastery over the technology firing the global economy According to Development Dimensions International, the number of managerial jobs will.

ome of the old volume rules may not work as they once did Perhaps the biggest change is the increasing use of algorithmic trading among computers, done at the speed of nanoseconds, primarily done at private hedge funds and trading desks at large banks Insiders at these firms call these strategies statistical arbitrage Everyone else calls it high-frequency trading, or HFT You ll be hearing more about HFT as the US Securities and Exchange Commission (SEC) and Congress try to understand exactly how these high-end, well-guarded strategies affect Wall Street Basically, computers are programmed to place millions of trades, playing havoc with volume, and then canceling them in seconds Unfortunately, as a result of HFT, the reported volume that you see may not have the same meaning as it did in the past Put another way, stock market volume statistics can be misleading If you are going to survive and thrive, you have to be flexible and adjust to the ever-evolving market Reportedly, HFT volume has risen as high as 70 percent on some days What does this mean to you It means that looking only at the total day s volume is not necessarily a reliable indication of market strength In addition, during the next market correction, computer-generated trades with preprogrammed algorithms could turn a correction into a severe crash To try and prevent future flash crashes, the SEC installed new circuit-breaker rules to halt or slow down trades if a stock moves

10 percent or more in a five-minute period In addition, other proposals are being considered to further reduce these types of market disruptions The goal, of course, is to make the market appear fair and orderly To better understand how high-frequency trading may affect Wall Street, I spoke with Shah Gilani, hedge fund manager and editor of WhatMovesMarketscom He s been studying HFT for a number of years Sincere: Is high-frequency trading adding liquidity to the markets Gilani: It s an illusion The high-frequency guys can turn on their computers, and in a second s notice they can turn them off, and when they do, the perceived liquidity they provide in normally functioning markets dries up We saw that in the Flash Crash in May 2010 Sometimes there isn t a lot of volume on either side of the quotes, so HFT takes advantage of that and pushes things up or down For longer-term investors, and that means anything longer than a day trade, the ability to get into and out of positions when they need to is problematic HFT is creating a false perception of liquidity In reality, that is not what they are providing at all Sincere: Why is that a problem Gilani: First, volume is a principal indicator, and high-frequency trading skews the results If you are not aware of the skew that it creates, you could be misled from any algorithms you create or any hypothesis you make It could cause problems with your investing philosophy It s estimated that on any given day over two-thirds of the volume comes from the rapid trading of HFT So now that they are here, it could be a problem if they suddenly went away Anyone who is looking for signs of normalcy in the markets needs to be concerned Sincere: What about the traditional volume indicators like On Balance Volume Gilani: I think they have to be viewed with some suspicion HFT is not providing true liquidity as far as true commitment The volume they provide is heavy because they are holding positions for a very short time, but no one really knows if they re holding for seconds or minutes We assume they are.
